New Items Added: Life Drain Scepter and Charge, Aqua Pulse Scepter and Charge

Bug Fix: The ALL entry for listing spawn biomes via the config will now work correctly.

Bug Fix: Poison Rays fired from dispensers should now play the correct sound.

Improvement: Move mob registration to the Post Init, this means that other mobs have more time to tag their biomes, etc before this mod add them.

Change: Lobbers no longer suffocate when out of lava for too long!

Change: The Life Drain Abilities of the Ents and Trents now restore 100% of the damage dealt to health instead of 50%.
